    A number of the line items I targetted for a 10 % reduction on as there has been no signficant winter weather so far. We all know by now what happened right? Nothing. Council chose not to follow my lead. Of course staff explained that the winter budget is a blended budget over a number of years so that funding when not required for example this year, is available for when more of it is required in really bad winter years. I’m not sure why we don’t give the money to the taxpayers in good winters and then have little trouble justifying a budget increase in bad years.

    Whales only get harpooned after they arrive at the counter, and turtles are only able to move ahead once they stick their neck out, but investors face risk whatever they certainly.
